General Counsel / District of Columbia Office of Cable Television
Jerusa Carl Wilson, Jr.

J. Carl Wilson, Jr. serves as the General Counsel of the District of Columbia Office of Cable Television (OCT). As OCT's General Counsel, Mr. Wilson manages the agency's Regulatory / Legal Division staff and facilitates the implementation of all Regulatory Division initiatives. Mr. Wilson manages OCT's oversight of the District of Columbia's two cable television operators, Comcast and RCN Communications, and he provides general legal advice and support to the agency as a whole. Mr. Wilson provides advice and counsel to the Executive Director and participates in strategic planning for the agency. Mr. Wilson reports directly to OCT's Executive Director.

Mr. Wilson has worked for the District of Columbia Government since December of 2001. At the beginning of his tenure with the District, Mr. Wilson served as an attorney for the District's Department of Employment Services. In that capacity, he was charged with the primary responsibility of resolving final, appellate-level administrative law suits. A year later, Mr. Wilson was promoted to the position of Deputy General Counsel of the District's Department of Consumer and Regulatory Affairs. One year subsequent, Mr. Wilson was promoted to the position of OCT's General Counsel.

Prior to joining the District Government, Mr. Wilson worked for the communications company MCI WorldCom, Inc. as a Senior Attorney in its Federal Regulatory Affairs Division. At MCI WorldCom, Mr. Wilson was responsible for (among other things) litigating claims filed by or against MCI WorldCom at the Federal Communications Commission (FCC) and which alleged violations of the Federal Communications Act and/or related statutes and regulations. Mr. Wilson was also responsible for providing legal advice to various MCI WorldCom business executives regarding the reconciliation of the provisioning of MCI services with FCC and state utilities commission rules and regulations. Mr. Wilson was additionally responsible for managing MCI WorldCom litigation conducted by its outside counsel. Mr. Wilson was additionally charged with the task of negotiating, reviewing and drafting contracts for various MCI business units.

Prior to his tenure at MCI WorldCom, Mr. Wilson worked as an attorney in the Washington, DC office of the law firm Semmes, Bowen & Semmes and for the law firm McFadden, Evans & Sill. During his tenure at these two law firms, Mr. Wilson was responsible for (among other things) conducting all phases of employment and business litigation, as well as the litigation of issues regarding international law, professional malpractice, real estate transactions, commercial transactions and federal communications law. Mr. Wilson's first job out of law school was as an Honors Attorney in the United States Department of Transportation's Honors Attorney Program.

Mr. Wilson is a graduate of Howard University's School of Liberal Arts and Howard University's Law School. In June of 2007, Mr. Wilson completed Harvard University's Executive Education Senior Executives in State and Local Government program. This Senior Executives in State and Local Government program was offered thorough Harvard University's John F. Kennedy School of Government.
