CapStat Sessions

 

CapStat is a performance-based accountability program that uniquely identifies opportunities to make District government run more efficiently, while providing a higher quality of service to its residents. The program is modeled after Baltimore’s CitiStat but is tailored to the needs of the District of Columbia.

CapStat is not a technology application; however, technology will support the discuss4ions. Accountability sessions are central to the program. For one hour, all executives responsible for implementing specific actions will be in one room to discuss performance data and explore ways to improve government services, as well as make commitments for follow-up actions.

The CapStat director reports to the City Administrator. Each District agency will participate in the sessions. Agency directors will prepare for the sessions by examining what they measure, whether they can improve their performance measures, and the accuracy of their performance data. Staff from the Office of the City Administrator will work very closely with directors to help them prepare for CapStat sessions.

 


  • Meetings are scheduled according to needs and opportunities for improvement.
  • Follow-up meetings will be regularly scheduled to revisit topics, discuss progress and identify bottlenecks.
  • Accountability sessions are the heart of CapStat. * During the hour-long meetings, directors will meet to discuss very specific issues.
  • CapStat will allow directors to ensure their agency’s performance indicators are accurate and meaningful. This means identifying what outcomes their customers care about and making sure performance measures reflect the customer’s experience.
